十八大报告提出全面建设小康社会,实现中华民族伟大复兴,必须推动社会主义文化大发展大繁荣。但是,在繁荣的背后,一些阻碍农村文化建设的老问题、新课题不断出现,这些问题,对当前农村文化事业的良性发展形成了很大的阻力,是摆在各级政府特别是文化职能部门面前的拦路虎。因此,加快农村文化建设,意义就变得更加重大。
