1 前言近两年来,物资公司采购的无烟煤受资源少和铁路运输条件的制约,每个月的进货量都在生产厂实际消耗量1.5万吨附近徘徊,库存量一直提不起来,储备量不到一个月。2001年7月份的存煤量还跌至最低点,仅有10天库存量,工作十分被动。随着柳钢5号高炉的投产,生产规模的扩大,为了降低焦比、降低生产成本,供应部门从2002年起每月必须采购2.5万吨无烟煤(含烟煤)进厂,才能满足消耗翻番的需要。为此,我们就当前采购难的原因进行
