1997年3月以来,江西省崇仁县公安局积极改革和加强刑侦工作,率先走出了一条新形势下适应县级农村公安工作的刑侦改革之路。一、驻所包干,建立了一支覆盖社会面的刑侦专业队伍——中队驻所,划区包干该局刑警大队设大队长、教导员、副大队长、副教导员各1名,下设7个中队,其中1个技术中队和1个大案中队。他们把全县划为5个刑警责任区。每个责任区派驻一个中队设2个探组管辖4个乡镇,每个探组负责2个乡镇。中队和探组以中心派出所为驻地,负责辖区刑事案件的立案、现场勘查、破案、追逃等工作,搞好责任区内刑侦基础业务建设,研究、掌握责任区内刑事犯罪规律、特点,及时反馈犯罪信息,协助派出所搞好治安防范和治安案件的处置。——理顺关系,增强合力该局规定,中队是大队的直属单位,是相对独立的作战实体。中队必须服从大队领导,听从大队指挥调度,大队负责对中队的责任目标考核和奖惩。发生特大案件和重大凶杀案时,各中队警力由大队统一调度指挥。
