在全面建成小康社会决胜阶段,加强和改善党的领导,必须健全党的权力规则体系。党的权力规则体系是由全党共同制定和执行,并以党内法规、政治规矩与工作制度相统一的形式表现出来,旨在规范各级党委和领导干部权力的全部规则的总和。这一体系是对坚持人民主体地位的历史命题、提高党领导发展能力和水平的当代命题与推进全面从严治党的现实命题的统一回应。同时,建构党的权力规则体系必须确立权力运行原则、权力运行边界和权力运行过程。
In the decisive stage of building a well-off society in an all-round way and of strengthening and improving the leadership of the party, we must perfect the system of rules and rules governing party power. The system of power rules of the party is formulated and implemented jointly by the entire party and manifested in the form of unity of laws and regulations within the party and rules of work with the system of work aimed at regulating the sum total of all the rules governing the power of Party committees and leading cadres at all levels.
