如何选择好城市社区建设的“着力点”,是“十五”期间城市社区建设需要认真解决的问题。目前,各地社区建设多为“示范”取向,即选择那些自然环境、经济条件较好的居民聚居区作为“示范点”,以发挥其“示范效应”和“带动”作用。 《光明日报》发表吉林大学田毅鹏教授的文章,认为与“示范”取向相比,持一种“问题”取向切人社区建设,似乎具有更大的意义。所渭“问题取向”就是以解决与城市化进程相伴生的各种现实社会问题
