关于解决目前乡村邮件传递问题提出如下意见,请研究执行:一、邮电局应根据旧乡以上由邮电局负责的原则下,在原有编制人数范围内尽量发掘潜力,改进乡村邮线组织,扩大投递面。二、迅速恢复乡邮收发站(员)组织,负责乡以下的报刊邮件收发工作及组织利用社会力量投递。乡邮收发站(员)的组织主要是依靠乡人员委员会秘书(或通讯员)负责,其次是供销社(站)。各级政府有关部门应加强对此项工作的领导与检查,邮电局对其应进行业务指导。三、各县乡农业社现在保留邮递员的,应由各县负责,邮电局协助,详细调查研究各农业社的情
