近两年来,四川省把推进省级财政国库集中收付制度改革,作为省级财政改革的突破口,进一步规范财政收支管理。在2001年省级14个部门及其所属73个二级预算单位试点的基础上,2002年7月1日,四川省在省级一级预算单位全面推行了这项改革。从改革的实施情况看,效果明显,成绩显著。为此,本刊专访了四川省财政厅王宁厅长,畅谈了省级国库集中收付制度改革中的经验与体会。
In the past two years, Sichuan Province has pushed forward the reform of the central treasury collection and payment system at the provincial level as a breakthrough point for provincial fiscal reform, and further regulated the management of revenue and expenditure. On the basis of piloting of 14 provincial departments and 73 second-level budget units in 2001, on July 1, 2002, Sichuan provincial government implemented this reform at the provincial-level budgetary unit in an all-round way. From the implementation of the reform, the effect is obvious and the result is remarkable. To this end, the magazine interviewed Minister of Sichuan Province Department of Finance Commissioner Wang Ning, talked about the experience of the provincial treasury centralized payment system reform and experience.
