2012年12月份的中央经济工作会议指出,城镇化是中国现代化建设的历史任务,也是扩大内需的最大潜力所在。然而,在城镇化建设中“粗放型”的发展方式侧重于经济效益而将社会效益和环境效益搁置在了一边,造成“城市病”和“农村病”进一步恶化,影响美丽中国的建设。本文在法制视域下通过分析过去城镇化过程中环境问题产生的原因,来探讨现在及以后城镇化过程中避免环境问题产生的方法。
The Central Economic Work Conference held in December 2012 pointed out that urbanization is the historic task of China’s modernization drive and also its greatest potential for expanding domestic demand. However, in the process of urbanization, the development mode of “extensive mode” focuses on economic benefits while leaving social and environmental benefits aside, resulting in further deterioration of “urban disease” and “rural disease” Beautiful China’s construction. This article explores the ways to avoid environmental problems in the process of urbanization now and in the future by analyzing the causes of environmental problems in the process of urbanization from the perspective of legal system.
