南非政府正在考虑将国家铁路网(由Spoomet公司拥有)20000km线路中的12000km出租,把使用不充分和不赢利的线路特许给私有部门经营,从而使Spoornet转变为只负责核心路网和经营货运的公司。路网的非核心部分将转给新成立的国有基础设施公司(Link Rail),由其负责将这些线路以特许的形式提供给其他的经营者。
The South African government is considering leasing 12,000km out of 20000km of the national rail network (owned by Spoomet) to the private sector by licensing under-utilized and unprofitable routes, turning Spoornet into a hub-only network and shipping business the company. The non-core part of the road network will be forwarded to the newly formed Link Rail, which will be responsible for providing these lines to other operators in the form of concessions.
