《中共中央关于制定国民经济和社会发展第十个五年计划的建议》中,明确指出了对国防科技工业这个国家战略性产业,要坚持“军民结合、寓军于民、大力协同、自主创新”的原则,这对国防科技工业的产业结构调整和机制创新有着十分重要的作用,同样对国防科技工业标准化工作的改革有着非常现实的指导意义。在标准化工作中只有坚持这个原则,才能正确开展标准化工作体系和技术体系的深化改革,使标准化在国防科技工业的改革中更好发挥技术支持、技术服务、技术监督和技术保障作用。
