汶川地震之后,社会上有各种各样的救灾力量不断涌现出来。他们积极参与救灾,将公益看作延续生命的力量,将滴水之力汇入爱的海洋。然而社会力量参与救灾需要秩序,需要支持和引导,否则爱心的拥堵与浪费,终将寒了整个社会热切的心。顺势而为,民政部出台了《关于支持引导社会力量参与救灾工作的指导意见》,地方也进行着各方面的积极探索,一个“政府主导、多方参与、协调联动、共同应对”的救灾工作格局正在形成,社会力量参与救灾也将走上有序、规范、高效的发展之路。
