“Combining distribution according to work and distribution according to factors of production” is a major breakthrough in theory and in practice made by the 15th National Congress of the CPC in the personal income distribution system in the initial stage of our socialism. The combination of distribution according to work and distribution according to factors of production is the inevitable result of the reform of our economic system and an objective requirement of the overall level of development of the productive forces in our country at the present stage. First, distribution according to work and by production
