上海正处于新一轮发展时期,市委、市政府把发展的动力寄托于科技、寄托于人才。中共中央政治局曾专门召开会议,明确提出人才强国战略,强调要建设三支人才队伍,重视培养急需的中高级人才。而上海通过实施科教兴市战略和开展创新大讨论,使“科技是第一生产力”和“人才是第一资源”的思想不断深入人心。在上海市科委制订的“上海科技创新行动纲要”中,将培育技术管理人才纳入了行动计划。建立技术管理职业资格认定制度,作为行动计划的载体,对培养一支高素质的新型技术管理人才队伍,推动上海市和企业建立技术创新体系, 有效实施科教兴市战略,促进上海科技、经济发展具有重要意义。
