On December 24, 1991, an appraisal committee organized by the relevant business department of the Ministry of Communications of the General Staff Department opened a low-way opening road to No.15 Road to Ground for UAVs in Jinan City, which was developed by Jinan Military Region Communications Support Office of State Economic Construction Device identification.
