2002年6月,《上海教育》杂志以《今天的小主人行不行》为题,发表了上海市少工委主持的上海市少年儿童习惯养成与权利维护的专题调查报告,引起教育界与社会的强烈反响。调查表明:上海少年儿童“具有很强的主人意识和主体意识”。然而,少年儿童发展状况也不无令人担忧之处:“29%的少年儿童最想争取的是玩的权利,19%的少年儿童最想争取的是自主阅读的权利,更有21%的少年儿童最想争取的是睡觉的权利。”广大少年儿童工作者由调查而引起对少年儿童教育、对少先队组织建设等问题的深刻反思。也正是在这样的背景下,最初由三家基层学校大队部与有关研究机构联合发起的在少先队组织中创建“快乐中队”的倡议迅速得到广大少先队员与辅导员的热烈响应。一年多来,全市少先队组织广泛开展创建“快乐中队”活动,此项活动直接得到校长与老师们的指导,也在全市涌现出各类先进典型。人们普遍认为:创建“快乐中队”活动是本市少先队进入新世纪以来,回应素质教育发展要求,寻求少先队组织自身发展的一项重大举措,并有可能在少先队组织发展历程中书写出具有“里程碑意义”的光辉篇章。
