行权控制是指领导关注下属在行使领导所授予权力时,其实际权力范围与授权范围的差距,并适时消除或减轻其中差距的行为。本文在领导授权理论的框架下,通过对行权控制概念的独立性与合理性进行分析,认为行权控制作为授权过程的一部分,是可单独成立且可得到应用的概念。行权控制行为所面临的情景包括:行权范围等于、大于、小于授权范围三类。行权控制过程应把握:适度控制,实时监督,明晰界限三个要点。
The exercise of control means that the leader pays close attention to the discrepancy between the scope of his actual power and the scope of his authority when exercising the power delegated by the exercising leadership, and eliminates or mitigates the disparities in a timely manner. This paper analyzes the independence and rationality of the concept of exercise of control under the framework of the theory of leadership authorization. It considers that exercise of exercise of control as a part of the process of authorization is a concept which can be established separately and can be applied. The scenarios facing the exercise of control rights include: the scope of exercise is equal to, greater than, less than the scope of authorization three categories. Exercise control should grasp the process: moderate control, real-time monitoring, clear boundaries of the three main points.
