浙江省人大常委会:《杭州市人民代表大会常务委员会关于授权市人民政府调整适用〈杭州市销售燃放烟花爆竹管理条例〉有关规定的决定》(以下简称决定),已经杭州市第十二届人大常委会第三十四次会议审议通过。根据立法法和地方组织法的有关规定,现提请省人大常委会审议批准,并就决定制定的有关情况作一说明:一、决定制定的必要性和经过我市现行《杭州市销售燃放烟花爆竹管理条例》,规定本市上城区、下城区、拱墅区、江干区、西湖区、滨江区行政区域为限制燃放烟花爆竹地区,春节期间,可以燃放烟花爆竹。
