图书馆作为公共文化体系的一个重要组成部门,在推进经济社会科学发展和构建和谐社会中起着重要的作用。随着我国经济社会的不断发展,随着人们物质生活水平的提高,图书馆的社会职能也随之发生变化,不断衍生出新的作用,为读者搭建起了一个沟通交流的平台,成为提高全民科学文化素质的重要阵地。当下,不少地方图书馆在发展过程中由于受到规模、资金以及管理观念等诸多因素的影响,导致其社会职能得不到充分发。在新形势下,如何充分发挥地方图书馆的作用,是值得我们思考的问题。

With the continuous development of our economy and society, as people’s material standard of living rises, the social functions of the libraries have also changed and they have been constantly giving birth to new roles for readers to build a platform for communication and exchange, Scientific and cultural quality of the important positions. At present, in many local libraries, due to the influence of many factors, such as scale, capital and management concepts, their social functions are not fully developed. Under the new situation, how to give full play to the role of local libraries is a problem worthy of our consideration.
