On September 16, the European Commission released the final announcement on the mid-term review of photovoltaic double-countermeasures against China. It decided to change the form of measures and replace the original price commitment with a minimum price. The implementation of the export minimum price means that the export price above the minimum price will not be taxed. If the export price falls below the minimum price, the tax rate will be the difference between the import price and the minimum price. The new minimum limit mechanism will come into force on October 1, 2017 and the price limit will be gradually lowered in stages.
