随着经济社会快速发展和城市化进程不断推进,我国已经进入汽车增长的高峰期。当前道路交通管理主要特点是,交通事故多发势头虽得到遏止,但道路交通安全隐患仍很突出,市区高峰行车和停车“两难”问题突出,交警警力不足、交通管理方式和手段与日趋繁重的交通管理任务之间不适应的矛盾日益突出。对此,应以科学发展观为指导,通过走出三大误区,实现三大转变,提升三大水平来进一步强化公安交通管理工作。
