近年来,各类突发事(案)件时有发生,对社会稳定构成较大的威胁。要有效应对和处置各类突发事(案)件,认真制定科学完善的工作预案是首要环节。公安机关作为处置突发事(案)件、维护社会稳定的专门力量,更应高度重视和加强预案体系建设。公安机关预案体系建设应把握以下原则,即把握统筹规划的原则,讲究系统性;把握遵循规律的原则,讲究科学性;把握服务实战的原则,讲究操作性;把握适度超前的原则,讲究创新性。除了把握上述原则外,还须注意以下几个问题:一是要严格依法办事,提升工作水平;二是要巩固预案权威,严格落实执行;三是要加强实战演练,不断完善提高。
In recent years, various types of emergencies (cases) have occurred from time to time, posing a greater threat to social stability. To effectively deal with all kinds of emergencies (cases), and earnestly formulating a scientific and perfect work plan is the most important part. As a specialized force for handling sudden incident (case) and maintaining social stability, the public security organ should attach great importance to and strengthen the construction of the preplan system. The construction of the preplan system of public security organs should grasp the following principles: grasping the principle of overall planning, paying attention to systematicness; grasping the principle of following the law and paying attention to science; grasping the principle of serving actual combat and paying attention to maneuverability; grasping the principle of being moderately advanced and paying attention to innovation . In addition to grasping the above principles, we must also pay attention to the following issues: First, we must strictly observe laws and regulations to enhance the standard of work; second, we must consolidate the authority of the plan and strictly implement the implementation; and third, we must strengthen our practical exercises and continuously improve them.
