目前,我国国防费管理过程中存在国防费绝对规模上升,相对规模下降,总量的确定和分配缺乏科学性,使用过程中存在损失浪费现象,管理体制多元,财权财力分散等困难和问题。为此,要提高有限国防费的使用效益,必须切实加强国防费的宏观调控,在国家经济发展的基础上,保持国防费的适度增长,确保国防费的总体分配与国防发展战略规划的总体设计相一致,优化分配结构,科学确定国防费的投向投量,综合运用多种手段,加强军费使用管理。
