本文从分析乡镇卫生院收支状况入手,比较分析了承包经营对乡镇卫生院的影响。发现承包经营虽有控制经营性亏损的作用,但在政策性亏损普遍存在的条件下,承包经营助长了资源浪费,加重了患者的经济负担而医疗质和量确没有相应提高,加重了卫生院经营的恶性循环,使其过分地依赖增加药费收入等非正常扩大业务收入的手段。因此,难以看到承包经营能给乡镇卫生院带来长期的经济和社会效益。
This article begins with analyzing the income and expenditure of the township health centers, and compares and analyzes the impact of contract management on township health centers. It was found that although contracted operations have the effect of controlling operating losses, under the prevailing conditions of policy-related losses, contracted operations have contributed to the waste of resources, aggravated the economic burden on patients, and the quality and quantity of health care have not been correspondingly improved, which has aggravated hospitals. The vicious circle of operations has caused it to rely excessively on means such as increasing drug revenues to expand business income abnormally. Therefore, it is difficult to see that contracting management can bring long-term economic and social benefits to township health centers.
