住房抵押贷款证券化是指金融机构把所持有的流动性较差的住房抵押贷款转化为可在金融市场上流通的证券,包括抵押债券及抵押贷款支持、担保的证券。其主要做法是,将金融机构所持有的住房抵押贷款,汇集重组成住房抵押贷款组合,每个组合内贷款的期限、利率、还款方式等具有相似性,通过政府或保险公司担保,转化为信用等级较高的证券出售给投资者。随着我国住房制度改革的深入、居民储蓄水平的提高和各金融机构住房抵押贷款业务的开展,实行住房抵押贷款证券化已成为我国住房金融发展的现实选择。
