公路养护运行机制和管理体制改革,一直是交通部门极为关注的一个大课题。2003年,交通部人事劳动司经过近7个月的调研,获得了大量的资料和数据。本文为交通部人事劳动司劳动组织与保障处张耀亮在大量调研的基础上总结的一些观点和看法,相信对各地公路系统正在进行的各项改革有所助益。
The road maintenance operation mechanism and the management system reform have always been a major issue that the transportation department pays close attention to. In 2003, after nearly seven months of research, the Personnel and Labor Department of the Ministry of Communications obtained a great deal of data and data.
