长江下游江苏段运输繁忙，运量增长迅速，对江苏经济发展有重大作用，但安全问题突出。必须理顺管理体体制，统筹规划，克服基础设施和支持保障系统的严重滞后状态，以促进长江下游经济带的发展。
Jiangsu section of the lower reaches of the Yangtze River has heavy traffic and rapid traffic growth, which plays a significant role in the economic development of Jiangsu Province. However, its security problems are prominent. We must streamline the management body system, make overall plans, overcome the serious lag of infrastructure and supportive systems, and promote the development of the economic belt in the lower reaches of the Yangtze River.
