(一)对这次会议的估价同志们:我们这次会议是在中央关于「统一财经工作的决定」与西北财经会议的精神与方针下召开的,马主席、张、韩副主席给我们作了很多的指示,特别马主席从思想上给我们更多的启发,各地来的负责同志在发言中大家一致拥护中央关于统一财经工作的决定并愿坚决贯澈,会议采用了放手发扬民主,本着批评与自我批评的精神检查了我们过去工作的成绩,同时也暴露了我们在财政工作上曾经发生过以及现在尚存在的若干严重缺点与错误,研究与讨论了公粮、税收、公债等的征收办法,并讨论了全省本年度各项事业费的分配与运用,决定了今后关于各种国库制度办法,同时研究了本年度各级人员供给标准及生产节约清仓工作,确定了区划整编了各级组织机构减少冗员,紧缩开支,消灭浪费,而增加财政收入。
