The socialist production distribution of the Soviet Union is based on the national economic division. From a regional point of view, the All-Soviet national economic plan is implemented on the basis of 13 basic economic zones and 16 Soviet republics. The basic economic zones in the country either include several Soviet republics (such as Central Asia and Kazakhstan) or several border regions, provinces, and autonomous republics (such as Eastern Siberia, including the Buryatia-Mongolian Soviet Socialist Autonomous Republic). In the basic economic zone, the national economy of the various administrative regions that make up the district forms a unified economic complex, that is, a certain combination of various departments. This can ensure the rational use of natural resources and labor resources and continuously increase labor productivity.
