本文认为，经济增长方式的转变要靠改革的深化，同时也有利于改革成果的巩固，而实现经济增长方式转变的关键是建立新的体制基础，并且必须以体制转变为前提。在加快和深化体制改革，培育市场经济发展的微观主体方面，一是要适时推进所有制结构调整，大力发展非国有、非公有制经济，增强经济活力；二是要抓住机会，将经济增长方式转变与产权改革结合起来，加大产权流动与重组力度，推进经济增长方式转变。
This paper argues that the transformation of the mode of economic growth depends on the deepening of reform and at the same time, it is also conducive to the consolidation of the achievements of the reform. The key to realizing the transformation of economic growth mode is to establish a new institutional foundation and must take the transformation of the system as a precondition. In accelerating and deepening the reform of the system and nurturing the microeconomic main body of the development of the market economy, the first is to promote the structural adjustment of ownership in due time, vigorously develop the non-state and non-public sectors of the economy and enhance the vitality of the economy; the second is to seize the opportunity and transform the pattern of economic growth In combination with property rights reform, we will increase the flow and restructuring of property rights and promote the transformation of the mode of economic growth.
