汕府[2015]93号各县(市、区)人民政府,市政府各部门、各直属机构:为进一步加强我市政府性债务管理,规范政府举借行为,严格控制债务规模,建立债务偿还机制,防范债务风险,贯彻落实《国务院关于加强地方政府性债务管理的意见》(国发[2014]43号)、《广东省人民政府关于加强政府性债务管理的实施意见》(粤府[2015]43号)精神,切实加强我市政府性债务管理,促进经济社会持续健康发展,现提出以下意见:一、总体要求深入贯彻落实《中华人民共和国预算法》和国务院、广东省人民政府关于加强
