目前我省农村学校存在大量的民办教师,是历史形成的。国务院关于《中国教育改革和发展纲要》的实施意见中明确提出:“分年度实施,争取到本世纪末基本解决民办教师问题”。按中央提出的“关、转、招、辞、退”的五字方针,制定相关政策,有助于解决民办教师问题。当前,必须做好以下几方面工作。 1.改革师范院校招生方法 农村中小学之所以还有一大批民办教师,其主要原因是公办教师的数量严重不足。我们在调查中了解到,初中教师中,高等师范专科以上全日制学校
