在建构现代权利价值语境的基础上,通过对信息权利的理解,指出信息公平是在一定的历史背景及物质条件下,处于信息活动中的人们以公平、正义、平等理念为价值尺度来反映社会主体间信息关系平衡状态的价值/话语表述。得出信息权利与信息公平的内在联系——信息权利的宣示与践行是实现信息公平的程序化保障,以期在构建信息公平社会进程中,为实质与程序意义上的信息公平找到现实的制度依托与理论支撑。
