The hospital cost control problem is the most important and most difficult issue faced by the US healthcare industry. The annual hospital treatment cost of American patients reaches more than US$60 billion, accounting for about 40% of the total medical expenses. The cost of medical care has tripled in 1980 compared to 1965, has doubled since 1975, and is close to 9% of GNP. When the financial resources are limited, the country must continue to provide all citizens with high quality, technically superior and comprehensive medical services. The biggest issue is how to establish effective ways to control costs. The history of expenditures on medical expenses in Western European countries (including the United Kingdom) shows that when financial resources are limited and the demand is wide; the modernization of hospitals, the adoption of new technologies and the funding of conventional surgical equipment must be carefully handled.
