第一条为平衡茶叶产销,稳定茶价,防止盲目竞购,达到有计划地经营,以维护茶农与公私厂商合法利益,特根据「安徽省茶叶收购市场管理暂行办法」第三条之规定分别在芜湖、徽州、安庆、六安等专区、产茶区之各县(市)及重要产区之中心集镇设立茶叶收购委员会(以下简称茶委会)。第二条各级茶委会由工商、农林、中茶公司、合作社、银行、税局等部门及茶农、茶商代表组成之。第三条各级茶委会设正副主任各一人,常务委员若干人组成常务委员会。并得视工作需要,设立总务、调研、检查等组处理日常工作。第四条各级茶委会均受同级工商行政部门直接领导,并接受上级茶委会之指导,下级茶委会应按期向当地人民政府工商行政部门及上级
