《煤矿安全规程》是煤矿的法规,是保障煤矿职工安全健康、保护国家资源和财产不受损失、促进煤炭工业现代化建设必须遵循的准则。是煤矿生产血的经验教训的总结,在生产中认真执行《规程》就可以避免事故,凡是发生事故的(极少数自然事故除外)基本上都是违反《规程》造成的,也就是我们常说的“违章”。是《规程》就必然有限制、有约束、有一定的强制性,与生产实际就会有不一致的地方。作为一个煤矿的领导或职工,头脑中必须时刻记住《规程》,要认清执行
