在建立社会主义市场经济体制的过程中,人才流动的热潮逐年高涨,在这滚滚大潮中,也有不少党员参与其中。从流动原因看,这些党员大多是为了更好地发挥自己的特长,寻找更大的发展空间;当然也不必讳言,这里面有个人利益的驱动。为此,也就产生了企业和流动党员之间的争议,产生了如何理解党的组织纪律和人才流动间关系的问题。据北京市人才服务中心的统计,近十年来处理的流动争议400余件,其中涉及党员的约占20%。
