目前汛期临近。迅速作好防汛工作,是当前农业战线上一项迫切的重要任务。今年气象情况很不正常,一至四月分全省平均下雨量不到300毫米,很有可能集中在五、六两月降雨。从水利工程的情况看,水库工程与堤防工程,都存有不少弱点和遗留问题,不少水库汛前施工任务还很艰巨,防汛的物资准备也感不足,特别是由于调整公社规模,工程受益单位有了变动,有些工程还处于无人管理状态。为了保证人民生命财产的安全,争取今年农业丰收,必须对可能发生的大水作充分估计,从最坏处着想,向最好处努力,切实做好防汛准备。为此,特通知如下:
The current flood season is approaching. Quickly preparing for flood control is an urgent and important task on the current agricultural front. The meteorological situation this year is not normal. From January to April, the average rainfall in the entire province is less than 300 millimeters. It is likely to concentrate on rainfall in May and February. From the perspective of water conservancy projects, there are many weaknesses and remaining problems in reservoir works and embankment projects. Many of the reservoirs are still facing arduous task before the flood season and the preparation of flood control materials is insufficient.
