目前,全省人民正在鼓起革命干劲,掀起了热火朝天的积肥运动。截至目前止,积肥已达210亿余担,为今年农业丰收创造了有利条件。但在积肥运动中部分地区有滥铲草皮忽视水土保持的现象,把田边的山丘刨成光头。有的甚至把沿溪、河、沟、圳两旁草皮以及湖区大堤的护岸草都铲光了。这种情况如不立即加以注意,将会造成大量泥沙的流失,使许多塘、坝、水库,渠道和河流的淤塞严重起来。从长远看是不利于农业生产的。为了兼顾积肥并避免严重破坏水士保持现象的继续发展,特作如下指示:
