最近以来,由于各地连日降雨,致使湘、资、沅、澧四水水位都已超过防汛水位,并曾经出现一次或二次洪峰。长沙、望城两县个别小堤垸已被水漫淹。洞庭湖水位也正在上涨。滨湖和四水两岸受渍田亩已达60万亩左右。衡阳、郴县等专区的不少地方由于山洪暴发,也发生了不同程度的灾害。目前,夏汛已经开始,各地必须引起高度重视,立即行动起来,作好一切防汛工作,战胜洪水,确保人民生命财产的安全,和争取今年我省农业生产的全面丰收。为此,特作如下指示:
