党的十六届四中全会作出的《中共中央关于加强党的执政能力建设的决定》深刻阐述了加强党的执政能力建设的重要性和紧迫性,明确提出了加强党的执政能力建设的主要任务。对于基层领导干部来说,如何响应中央号召提高自己的执政能力呢?笔者认为应立足基层工作实践,切实增强六种能力。一、加强学习,勤于思考,切实增强执行决策能力。要提高执行政策的能力,领导干部首先要加强学习。现阶段要特别着重学习和掌握邓小平理论、“三个
