2003年12月,中共中央、国务院在关于进一步加强人才工作的决定中指出,必须把人才工作纳入国家经济和社会发展的总体规划,大力开发人才资源,走人才强国之路,实施人才强国战略。这一重大决策对于推进国家的人力资源建设,推动经济社会全面协调和可持续发展具有根本性意义。人力资源是第一资源,这已成共识。但毫无疑义,这样的认识变为战略,从而使人力资源真正成为第一资源,这对地方政府来说仍是一个十分复杂的问题,需要认真研究解决。这里试提出和探讨其中的几个基本问题。
In December 2003, the CPC Central Committee and the State Council pointed out in their decision on further strengthening talent work that talent work must be integrated into the overall plan of national economic and social development, vigorously develop human resources, take the road of strengthening the nation by talents, and implement the strategy of strengthening the country by employing more people. This major policy-making is of fundamental significance for advancing the country's human resources construction and promoting the all-round coordination and sustainable development of economy and society. It is a consensus that human resources are the primary resources. However, there is no doubt that such an understanding becomes a strategy so that human resources can truly become the primary resource. This is still a very complicated issue for the local government and requires careful study and solution. Here to try to put forward and explore some of the basic issues.
