2007年是个税申报的元年。截至4月2日24时,全国高收入人群个税申报人数超过160万,据说仅相当于税务部门掌握的600万应报人数的25%多,并没有达到预期数量。积极进行个税申报人群主要集中在电力、电信、银行等高收入行业和系统,工薪阶层占了绝大部分,这部分人群的收入来源基本来自薪酬,很容易监控;而其他高收入群体,如私企老板以及明星群体,进行申报的却寥寥无几,这块人群的收入也是最难监控的。
2007 is the first year of a tax declaration. As at 24 o’clock on April 2, the number of taxpayers in the high-income groups in the country exceeded 1.6 million. It is said to be equivalent to more than 25% of the 6 million reported people in the tax department, which did not reach the expected number. The taxpayers who actively make tax returns are mainly concentrated in high-income industries and systems such as electric power, telecommunications and banking. The working-class people account for the vast majority. The income sources of these people are basically derived from remuneration and are easily monitored. Other high-income groups, such as Private owners and star groups, to declare only very few people, this group of people’s income is the most difficult to monitor.
