全国政协常委、北京大学教授萧灼基在去年第12期《学术研究》上撰文,就中共十六届三中全会通过的《中共中央关于完善社会主义市场经济体制若干问题的决定》中关于大力发展非公有制经济、大力发展资本市场、实施积极的就业政策等问题,谈了自己的学习体会与思考。灼老认为,《决定》要“把就业放在经济社会发展更加突出的位置,实施积极的就业政策,努力改善创业和就业环境”,是非常正确、十分重要的。我国劳动力资源丰富,是发展经济十分有利的条件。但由于种种原因,我国劳动力资源未得到充分利用,就业形式严峻。如何缓解就业压力,充分利用劳动力资
