根据《公路法》规定:“公路养路费用采取征收燃油附加费的办法。拥有车辆的单位和个人,在购买燃油时,应当按照国家有关规定缴纳燃油附加费,征收燃油附加费的,不得再征收公路养路费”。这一法律条文真正体现“用路收费,多用路多收费”的平等原则。现就运作中的有关事项浅议如下: 1.车辆分四类。根据现行养路费征收对象,结合我国有车单位和个人拥有车的实际,确定划分四大类进行测算,四大类的划分是:
