一、转变经济增长方式是我国当前经济发展的迫切要求 中共十四届五中全会指出:为了实现“九五”计划和2010年远景奋斗目标,关键是实现两个具有全局意义的转变,一是经济体制从传统的计划经济体制向社会主义市场经济体制转变,二是经济增长方式从粗放型向集约型转变。党中央的这一决定是针对我国当前的经济发展状况而提出的。经济发展规律告诉我们,一定的增长方式取决于当时的制度环境和经济发展
