有两个经济指数让“是否该在我国开征遗产税”的争论变得愈来愈激烈,一是我国人均国民生产总值(GDP)已突破1000美元大关,一是我国贫富收入差距已突破国际公认的基尼系数的0.40警戒线而达0.447“。社会财富积累到一定阶段,贫富差距达到一定程度”,法学家们认为,这是征收“遗产税”所需的经济基础和社会需求。基于此,我们选择这样一个话题:开征遗产税时机成熟了吗?希望通过讨论得出一个答案。
