当前 ,各地旅游业发展势头正劲 ,不少地方政府将旅游业作为当地的支柱产业加以培育 ,但旅游开发中相互模仿、重复建设、主题不明、投资效益低的现状使我们对旅游发展中若干基本问题 ,如区域政府在旅游开发中的作用 ,旅游景点、景区、板块的功能划分 ,区域旅游开发的资源特点 ,以及旅游主题定位等作出重新的评判 ,从而更加清醒地认识旅游及旅游产业的功能、特征及发展趋势 ,降低地方政府开发旅游资源的成本 ,减少地方政府在旅游开发中的盲目性。
