清江公司自1989年成立以来,坚持改革,逐步形成了“业主负责,建管结合,流域开发,滚动发展”的具有清江特色的管理模式,1995年改制为有限责任公司,实现了从业主负责制向现代企业制度的转变。清江的档案管理模式也随之逐步建立,并在国内水电行业产生一定的影响,在电站建设、运行管理中发挥了重要作用。
