从鄂西自治州来讲,档案管理的水平在全国、全省处于滞后状况。许多发达的地区已经实现了现代化管理,一些比较发达的地区在馆藏基础建设、存贮调阅档案手段、档案史料的利用等方面都比我们先进,比我们好。我州9个档案馆,只有2个达到省二级馆,还有7个没有达标升级。根据全州档案管理比较落后的现状,我们要三步并着两步
