軍費預算與其防務政策的關係臺灣軍方認為,軍費預算是執行防務政策最實質、最具體的表達方式。由於防務政策是以軍事戰略為基礎,所以預算的編列也就以戰略計劃為依據,其覆蓋的範圍不僅要滿足當前戰備的需要,也要兼顧未來長期的防務發展。通過預算項目内容,亦可以看出其兵力目標的大小、武器系統的優劣、訓練狀况的虚實、後勤能力的强弱,以及整個防務建設的方向等。如没有預算的支持或者支持的程度不够,則以上决定戰鬥力的諸要素均將落空,防務也就無法保證。臺軍方認為,世界各國對軍費預算編列的方式與内涵,並無統一的標準與模式,應視各國政治體制與國情現况的
